Have they given up their US citizenship?
There is no (US) requirement to give up US citizenship to acquire another.
A US citizen can be a citizen of other countries as well as the US.Some countries don’t allow that,others do.I’m entitled to Irish citizenship but I haven’t put in the paperwork.But I might do so because I’d love to live in Italy.
