Likely a member of the John Brown Gun Club - those guys had semi-auto rifles. There were by some accounts over 300 rounds fired which would mean multiple shooters, not just one.
They can get her as an accessory, since she urges everyone to pick up the brass, “Hell yea, no evidence”, she says.
Did they go around a collect the spent bullets too?

Don’t think they did go for the bullets, but, unremarked so far, is the fact that the security (John Brown Gun Club) at CHOP was mostly, if not exclusively. white kids, So this another case of whites kids shooting black kids in a overt act of racism which, for some odd reason, no one seems to notice.

Toward the end is several seconds with clear shots of her face, and in several places her commentary is quite incriminating. She specifically says she knows who did it, someone specifically says hide evidence, you don’t know me...cops need to find this girl...
