No passport would not stop her from leaving the country, she had lots of money, pilots license and certified to fly airplanes and helicopters, and a submarine pilots license.
If she wanted (or was able to) to leave she could have.
You may be giving her too much credit and our Federal Marshalls not enough.
Not to say, she would have been sought out and returned by the military or renditioned by INTEL.
Also, being off-CONUS would have exposed her to the Globalists...who play for keeps.
