personally, I think a lot of the reason for the spike up in new cases is:
1. new guidelines for actual & probable cases
2. return to work testing individuals must show neg 2 days in a row, so ONE worker may test + several times in a week.
3. overall mortality is dropping while new cases are increasing

btw, notice mortality rate hit all time LOW in Georgia (one of the early re-open states)???
