Found a screen shot from CNN that shows it. Kinda looks like a noose. Would have to compare it to the draw rope of other garages....

Yes, they are all over.
Been there for years on most all of the garages. Looks like a loop you’d see on a boat dock.

Imagine a 1/4” garage door pull rope with a knot with a loop on the end. Yes it’s attached to the garage door! There are pictures of it that way in that stall in 2019.
It’s absolutely pathetic.
