The information was relayed to him by NASCAR owner Steve Phelps, who had tears in his eyes and tears rolling down his face. Phelps said a hate crime was committed and Wallace was afraid for his family. “I was taken back,” he said. “I never seen the noose. I never reported it,” Wallace said.

So Wallace never even got to see this noose - some hysterical NASCAR owner assumed the rope pull was a noose, told Wallace he was being targeted in a racial attack and scared him. This crying guy Phelps really needs a dose of common sense.
