Depending on the parts - where they go and what they do - this could be a potentially deadly crime. The metallurgist should face legal action as severe as they can make it. If any of these parts have failed and people have been injured or killed as a result he should face attempted murder or murder charges.

I wouldn't care about the 10M suit - though it is nice to recover some funds to help with replacing/mitigating the substandard parts. The real punitive action should be to disqualify the company or companies involved from any further DoD work, period. This wasn't the act of one single guy certifying bad parts. Someone decided to make the parts out of sub-standard materials and/or cut corners on the treating/processing steps to get the require strength. The whole company's integrity is called into question. No more DoD contracts.
