I am guessing that this has an eye toward assisting any potential big infrastructure spending stimulus/recovery bill that might make it out of Congress.

The Contracting lead time could be long to get it all to work (shovel-readiness), but every agency probably has some pet projects being kept warm somewhere in their bowels.

The economic recovery would be best served by the Government not spending money like drunken sailors.

But then fiscal responsibility does not generate kickbacks.
