I’d sure like to know what New York state law has to say about impeachment or recall.

No such thing.

There is no provision of New York State law that would authorize a city or local government recall. An elected official is automatically expelled from office when they are convicted of a felony and may be removed if they are convicted of a crime "involving a violation of his oath of office."

F the law. You don’t need a law. You need enough armed citizens to force out the traitor. It was done by Gen Griffith Rutherford in 1776 when he chased the appointed Tory governor out of South Carolina. So we have precedence and permission and a plan from our Founders.
