Love it. How do we proceed?

I think it would require a Constitutional Amendment.

Article II, Section 1, Clause 2:

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

I don't think so.

The state needs to change how the electors are chosen so that it is done more lie the electoral college, chosen by county, not popular vote.

That applies to the Federal government. The problem is in the states, where cities, because of their population, control and dominate the rural and generally conservative areas.
