I’m not familiar with these particular highways. However in Arizona there are a few going through tribal lands that, if shut down, could add a detour of several hours to your trip.

Well, when life gives you lemons, make lemonade. I’ve sure the drive probably involves lovely views.

I don’t know all of the laws governing these issues, but unless you can cite laws/treaties which prohibit the Indians from controlling state-highway access through their own lands in emergency situations, I guess they have the right to do this. They especially would seem to have the right if they believed that the health and safety of their people were in peril - just as your own state would.

I doubt that they are making a profit on this - more likely, they’re taking a big loss.
