Distillation would work, but there are better feedstocks to distill to 75% than starting with 5% beer. Starting at 5% is not a very big head start toward getting to 75%.

With U.S. gasoline consumption so far down, there is a HUGE surplus of ethanol that was destined for mixing with gasoline. I would use that and re-distill it if required to get to 75%. Re-distillation is probably not even required.
