I think the original poster is referring to the idea that NY/Cuomo is not letting pharmacies/doctors let COVID patients use HQC early in the diagnosis...(when it appears most effective).
You are correct. You have to be in a hospital setting before you can get the drugs. A doctor can’t prescribe it from just an office visit.
