This is an obvious, well deserved “screw you” from Costco to the hoarders. Historically, Costco’s return policy has been “Whatever, here’s your money back.”
If they let every bozo who bought 9 24-roll multipacks return them their stockrooms will be so stuffed with toilet paper you won’t be able to turn around.
