The potential liabilities do not worry the Communists in China. A real liability is the near certainty that something one is developing will leak out of the ab or be carried out of the lab. A Communist system being absolute is absolutely corrupt and such liabilities are not so much “potential” as inevitable. Apparently the test animals, including exotics like pangolins and including many bats, were sold “privately” into the market when the lab was finished with them.
