For a bioweapon to be any good your own poeple need to be immune, naturally or via some treatment. Otherwise it's just going to kill them as effectively as everyone else. This is why I think anyone working on bioweapons is a total nutter.

But I know there are places where they are indeed working on them, no question. Probably even here, unfortunately.

Also, I suspect a lot of scientists are told—wink, wink, nod, nod—that they are only developing such a virus so their lab can develop a vaccine against it.

The potential liabilities do not worry the Communists in China. A real liability is the near certainty that something one is developing will leak out of the ab or be carried out of the lab. A Communist system being absolute is absolutely corrupt and such liabilities are not so much “potential” as inevitable. Apparently the test animals, including exotics like pangolins and including many bats, were sold “privately” into the market when the lab was finished with them.
