TOTAL SURPRISE: Richard Dreyfus on Fox -- championing the Consitution -- and the return of teaching Civics in US K-12 schools

IMO, it is well worth watching -- and supporting his "Constitution Preface" initiative.

(OTOH, I totally disagree with him on de-funding "Sanctuary Cities".)

1. Yes, the Constitution gives Congress the power to approve expenditure of $$ funds.

2. HOWEVER -- It is the Executive Branch -- and its agencies -- that disburses and allocates funds to the States.

3. POTUS Trump has absolute Executive Order control (including withholding) of the disbursements and allocations in #2. above...
