I still don't see how this works. If no one is talking (filibustering), then a cloture vote isn't needed - just a regular vote of 51. Mitch can get up front, ask if anyone wants to debate, and when no one does, open the vote. Make the Dems actually get up and talk for 24/7, don't be a little bitch and only push stuff that gets 60+ votes... Force them to force you to get to 60.
