TO THE CONGRESS OF THE UNITED STATES:
I am transmitting an alternative plan for pay adjustments for civilian Federal employees covered by the General Schedule and certain other pay systems in January 2021.
Title 5, United States Code, authorizes me to implement alternative plans for pay adjustments for civilian Federal employees covered by the General Schedule and certain other pay systems if, because of “national emergency or serious economic conditions affecting the general welfare,” I view the increases that would otherwise take effect as inappropriate.
Under current law, locality pay increases averaging 20.67 percent, costing $21 billion in the first year alone, would go into effect in January 2021, in addition to a 2.5 percent across-the-board increase for the base General Schedule.
We must maintain efforts to put our Nation on a fiscally sustainable course; Federal agency budgets cannot sustain such increases. Accordingly, I have determined that it is appropriate to exercise my authority to set alternative pay adjustments for 2021 pursuant to 5 U.S.C. 5303(b) and 5 U.S.C. 5304a.
Specifically, I have determined that for 2021 the across-the-board base pay increase will be limited to 1.0 percent and locality pay percentages will remain at their 2020 levels. This alternative pay plan decision will not materially affect our ability to attract and retain a well‑qualified Federal workforce.
As noted in my Budget for Fiscal Year 2021, our pay system must reform to align with mission-critical recruitment and retention goals, and to reward employees whose performance provides value for the American people. For this purpose, my Budget further directs agencies to increase awards spending in FY 2021 by an amount equal to no less than 1 percent of total salary spending. My Administration will continue to support reforms that advance these aims.
The adjustment described above shall take effect on the first day of the first applicable pay period beginning on or after January 1, 2021.

Local differences in the increase in pay due to local COLA requirements, maybe? that is just a guess.

Locality pay is extra pay based on where you live. The cost of living in one city can be a lot more than it is in another. Workers at the same pay grade get the same pay but locality and other special pays can bump up ones pay check.
Does this mean his zero salary will increase by one percent?
Locality Adjustments
Employees paid on the General Schedule (GS) and the Law Enforcement Officer (LEO) Schedule receive a percentage increase to their salary to compensate for the different costs of living Across the U.S. and abroad.
If you make $50,000 in Middle Georgia and they want you to move to California, your $50,000 will buy much less in California so they make an adjustment to your salary to account for that. If you move back to Middle Georgia you lose the California locality adjustment, but your expenses are less.

Federal "base pay" is the same everywhere. They add in "locality pay" based on your zip code. It's based on cost of living in your area. Federal employees working in DC or San Fran get more "locality pay" than someone in Florida or Texas.
That’s one way to attrit the federal workforce. If you can’t fire them, encourage them to fire themselves.

All pay adjustments are “alternative pay adjustments” regardless of the administration. The 20.67% would never be considered. It is simply the accumulated difference between the law’s adjustment guidance and what actually was enacted each year.
Having moved MANY, MANY times by my husband’s company...ITS FRESKING EXPENSIVE!!! 10s of THOUSANDS of DOLLARS...ridiculous!
It is a locality based increase of the federal general schedule pay.
IOW, If the GS pay rate for a certain grade position etc is $100k, and San Antonio is rated as being 20% higher in cost of living compared to that pay rate, then the rate for that position in SAT would be $120k.
Funny, it applies only to civil service types, but not military. Hmmm. But, then again, military folks may get a Housing allowance if they live off base.
No, Trump receives $400k per annum, and per the constitution, his pay may not be increased or decreased during his tenure in office. All elected officials and some appointed ones fall into this restriction.
He donates his salary to a good cause.
