I had an issue with the word "bootstrapped" because it didn't make sense. Wouldn't it imply that PD did it on their own?

That's why I explained what NYPD and SDNY are. PD did the job that was handed to them by the courts. Who went to the court? I don't know.

thanks...I get it. I thought bootstrap was appropriate as an NYPD warrant for the laptop hasn’t been found.
