The two cops...who are they? I don’t mean personally but from which branch of LE? Do they have jurisdiction to be on that man’s property or conduct an investigation there?

one of them was a Capitol police officer and the other was a State Trooper, homicide division.
Don't know which version you saw but there's a 12 minute version where he actually kicks one of them off his property for having "a $hitty attitude".
They were capital police. They got his info from security video when he was at the capital last week, taking pictures.
