The replacements will be employees of the staffing company, not the employer. Need to downsize quickly? Tell the staffing firm that they're all done on Friday. Unemployment? The staffing firm is on the hook to pay that. Benefits (if any)? The staffing firm pays. Someone sues for discrimination? They're suing the staffing firm and not you. Loads of reasons why this is a trend.
