Yet Pete Buttigieg has somehow maintained his hold on fourth place in the 2020 nomination contest while other more heralded candidates have faded or folded altogether. And now that he has surged to the top of the polls in Iowa, it may be time to start taking his unlikely campaign seriously — and asking what exactly it is about the mild-mannered mayor of South Bend, Ind., that has endeared him to so many of his fellow Democrats.

Relative to the other candidates, he’s not insane.
Perhaps he is just "surging" as a percentage of Democrat voters. People are deserting the Democrat Party by the gazillions, leaving only the twinkies and other freaks who can't possibly fit in with any group of humans.

The news media produces the polls. If they want Biden to be ahead, they adjust the numbers. So this is simply telling us that the want Pete B and that Biden is probably going to be a liability. Simple.

... and he speaks like a high school teacher. Even if he has the least experience of all candidates, and if he will alienate a lot of voters, when he is on screen or in front of people, he pulls off sounding intelligent and thoughtful.
Remember, democrats are desperately seeking a more than just a fling, with that one player that can be their saving champion of the orange man and his beastly stage presence. I think they think he will evoke sympathy. Big NY tycoon who blurts phrases versus little shirt-and-tie substitute teacher who makes run-on sentences seem informative.
