This is not about licensing. The reference is to the Lanham Act. It looks like President Trump's attorneys are taking the stance that CNN engages in false advertising.

"CNN, the letter claimed, is misrepresenting the public by claiming it employs “journalists,” “truth seekers,” and also stands for “excellence in journalism.”

Wouldn’t it be fun during a press conference, just before Trump is set to take questions, to have an FCC official say a few words to the reporters about “media responsibility”.

And watch the reporters’ heads explode!

One suit was thrown out, and I think it’s on appeal. There are more pending, and I don’t think they can all be thrown out.
