You have to read the article to learn it was a chopper pilot doing torpedo retrieval. So the torpedo was already drifting in the water.

This is a VERY poorly written story. It conflates two tales, and then flits back and forth between them. There is little evidence of anything. I would classify this one as “fiction”.
