We have the radical enviro-groups to thank for this fiasco - their win in court requires "protection" of the spotted owl* at any cost including stopping all resource activity in forests in two states.
(* Studies in the Pacific northwest show that the owl is a closely related smaller cousin of the common barred owl, and in some cases they interbreed. Because the barred owl is a slightly bigger and thus superior predator that will invade spotted owl territory, the US Fish and Wildlife Service has had a program to "harvest" (i.e. kill) barred owls which they consider an "invasive species.")
