You can always recognize a child that is never told no at home.
I admit she is being raised by grandma, has possible health problems but in my day she would have been sent to the Principals office for this! In my day you did not want sent there! Mrs. Ross had her paddle just waiting for BS like this and she used it. The schools have also lost control if they have to call the police for things Mrs. Ross could have taken care of in my day.

sleep apnea? we used to bet put down for naps if we liked it or not..............
mmm ... not enough info. My oldest was told ‘no’ plenty, but still went through a phase of tantrum throwing whenever the feeling struck her.
When it was in public I would pick her up throw her over the shoulder and out to the car we went.
Few months later phase was over.
In this case sounds like there is also medical involved.
