I believe that is known as “pizza bread” in the Chicago school lunchrooms.
My hunch about a lot of school lunch programs: they buy the cheapest, lowest-grade crap possible, and someone pockets the surplus funds. When my son was in school in Chicago, the principal encouraged ALL parents to apply for the free meals program.
