Sometimes I dream there was something in the Constitution that when a state hit some threshold of fiscal & governing irresponsibility they would automatically revert back to territorial status. The FedGov could step in and reorganize the state/territory in any manner it saw fit including breaking said state/territory up. Then I realize Rats will be in power again someday and the beautiful dream goes away.
