The fact that minorities make up the large majority of fare jumpers means one of two things:
- disparate enforcement,
OR
- higher minority crime rates

I love commuting into the city from Connecticut. That Metro North runs like a fine tuned clock. And I get a lot of books read along the way there and back. Sometimes on the way back, I get a beer.

White: 42.78%
Black or African American: 24.32%
Other race: 15.12%
Asian: 14.00%
Two or more races: 3.33%
Native American: 0.40%
Native Hawaiian or Pacific Islander: 0.05%
But, but, but - they’ve been so deprived - they’ve been mistreated - they don’t have their fair share of everybody’s money - they should be entitled to free rides whenever they want - it isn’t right - social justice.........
If they don’t show deem they defaulted and take it out of their next welfare or other benniies checks. EIC, whatever, ding it. Ideally this would involve the arresting officer collecting fingerprints or some other biometrics at time of arrest and compare that to a biometric database collected from all welfare consumers at time of application for said welfare. Some will protest collecting the biometrics up front on Libertarian grounds. However it’s hatd to argue the government shouldn’t be collecting data on you while simultaneously asking for a government handout. If you want to stay off that grid avoid the dole. Collecting welfare biometrics would also catch those fraudulently double+ dipping and a fair number of fugitives.

Depends on the biometric. Skin color might be, but I wouldn't think it would be a functionally useful biometric. Too much variation within and overlap between self described racial groups not to mention tans, spray tans and makeup products.
But what's the race of a fingerprint? So far as I know the only relevant race is the human race (well gorillas, chimps and koalas also have fingerprints. But none will be filing welfare applications and if the former wants to cheat Fare stops, let it!) All 'races' have fingers, generally the same number of them and I've not heard claims there were any racial characteristics expressed in their prints. There's loads of court tested data on how much stored fingerprint data would be sufficient for the task, including with how computers store and compare it. Perhaps it would't be sufficient for final legal determinations, but I'd think it could suffice as probable cause for further investigations with due process available for folks to dispute its findings. I gather our military used fingerprints to track the population over in Iraq etc. and found it quite helpful. Even though when I first suggested it here early in the war some Freepers said it wouldn't be practical.
