He says all politicians, judges, etc. are under active threat of blackmail—totally subverting the Constitution.
Likewise, widespread use of the data to illegally discover “Crimes” and feed such info to police agencies, who then duplicate the findings through “Legal” procedures, is totally subverting our criminal justice system (right to associate; right to be free from illegal search).
Much, much more.
Oh! I almost forgot: Binney gives the exact details regarding analysis of the Wikileaks DNC emails which DISPROVE RUSSIAN HACKING. He says President Trump personally instructed then-CIA Director Pompeo to meet with him to receive the full analysis.
The Binney Pompeo meeting took place October 24, 2017. Four days later, on October 28, 2017, Q posted his/their first message, now known as Q-1. Coincidence?
Binney says President Trump is our “Last hope” of restoring freedom.

But there is some very dreadful power in the hands of the Intel people. I think we can have hope though. The American people are gradually awakening. It’s a race, isn’t it?
This is one reason why we screen people as best we can before they are allowed into the Intel community. It is also why we re-screen everyone every five years.
The process isn’t perfect but it is the best we have achieved so far.
If there is a downside it is that the American public must act as the screeners for our political overlords. They run the show, as it should be.
During my time in the community I got to meet and work with some of the best and most upright people you would ever want around you. There was the occasional stinker but they were few and far between.
