So...there should NOT be a border between AMERICA and people who have absolutely no interest in AMERICA other than as a dispenser of goodies, but, there SHOULD be a border between one part of AMERICA and another because one of the (ostensibly offending) parts actually adheres to the founding BILL OF RIGHTS???

Newsome is obviously contemplating a future POTUS run, thus his positions on health care for illegal entrants mirrors that of the Democratic primary voter, sanctuary cities, etc.
But he also knows he can’t be straight up anti 2A. So he has to walk this crazy line that makes no sense at all. Borders between states, but not between countries? Penalties for bringing legally purchased items into the state, but state subsidies for illegal actions. There is no principle, just politics.
