That would be because the courts closed the sanitarium and threw the mentally ill out onto the street.

And one hundred percent of the people who attack the mentally ill for that instead of the courts are as much a part of the problem as the homeless themselves.

No exceptions.

Good plan, fireman.

I used to do similar stuff— tend flowerbeds, pick up litter, change bulbs in security lights— as a way to encourage the dope dealers to move along.

Smile big & say, “hey, how y’all doing?”

Then walk behind their cars & pointedly eyeball their license plates.
