Oh, not that much more. It's a bunch of standards, that have to tie into our current phone network. Just declare the phone network a national security zone, and limit who US cell providers can buy equipment from.

A couple of tariffs should help, because I'm sure China is willing to give spyware laden hardware and software out for a pittance.
