If that was the case shouldn’t there be some galaxies
that appear to be stationary, ie falling at the same
rate as ourselves, unless once you enter a black hole
everything starts expanding again???

Sure, some galaxies may appear to be not receding. They are roughly the same way “down” the hole as we are. But they would be very close to us.
