Were not Scarlett OHara of Gone With the Wind and Dorothy in the Wizard of Oz, both in 1939, in their own way strong female leads? Clara Bow in numerous roles before then? There have always been strong female roles in movies. Bette Davis and Joan Crawford in just about every role.

I'll stick with Sara Conner. Much is said about "female action heroines" and how unrealistic they would be in real life. But guys go to watch them anyway.
One common factor in POPULAR female action actresses is that they are attractive and physically fit. Guys can suspend disbelief in the woman's activities, and focus on thoughts of how good she would be in bed.
Some examples:
Now contrast with UNSUCCESSFUL female action heroines:
Not the stuff of male bedroom fantasy.
Which brings us to the latest Terminator
Nope, nobody inspires bedroom fantasies there.
