That would be true per our present understanding, but who knows how far technology can go? To make a quantum entanglement transmission technology that was detectable by everyone in range (broadcast) you would have to quantum entangle every electron in (for instance) the galaxy.
Possible I suppose to some far advanced society but I think someone would have noticed that by now.
Or maybe they sell subscriptions. Imagine that! The advanced societies are Capitalist.
