I think it is just incompetence, and total disregard for safety. This is a 3rd world country.

It is a third world country, but, not within the resorts. The resorts are a different world within the DR. Naturally, the people serving the resorts might not be as hygienically aware or careful as in other resorts or in the U.S.A.

My whole family went to Punta Cana for a wedding, but thankfully, before the deaths started occurring.
