Reread that paragraph about the couple and the medical staff. I believe it meant the couple dying — not the medical staff.
No medical staff died. They were/are quarantined but are well and healthy.
I read this sentence five times and I'm still not sure who died. I think the medical staff are OK and only the couple died.
