He doesn’t name Gov workers (Agents) that take money from those being Investigated, that take gifts from those being investigated, and leaking sealed and sensitive information to the NYTs and WAPO.
It’s less than a slap on the wrist.

Horowitz didn’t pursue prosecution of unauthorized contacts with the press, the leaking of sensitive material, or taking gifts from the media, which have been attributed to Strzok, but that doesn’t mean that Durham won’t prosecute Strzok for any other criminal behavior he may have committed related to the Hillary email investigation, Flynn investigation, Trump-Russia collusion investigation, and whatever else he may have worked on. I’m assuming that Horowitz didn’t pursue charges against Strzok on those issues because Strzok had been fired, and many times that is the end result instead of pursuing charges.
