I’m not sure but I think anyone can do halal slaughter if they do it correctly. Might need an imam to bless it or something.... I’m just going off stuff I saw on u tube last year... I’m no expert. I saw one decent halal and then some really really awful halal and I mean really awful. I prefer Western methods.
All halal slaughter is done in Allah’s name. Consider that a Christian perspective would designate that as food consecrated to a false god.
We had a ritual when preparing our deer after a successful hunt. It involved at least one twelve pack of Hamms.
