Filter it (sand & charcoal) and then sterilize it via the sun / uv or via heat from boiling.

OK.... However, they only have one 5 gallon bucket, no sand, no charcoal, if they leave it out in the sun, someone else will steal the water and the bucket, and they have no electricity to heat anything.

Now... what else would like to you suggest ?

If you have wood, a metal bucket and a match you can make that water safe. It will taste like hell but will not give you disease.
