Why did Trump pick this person to be the Labor Secty?

I think the child trafficking is a high priority for the President, and the Secretary of Labor as U.S. Attorney in Miami is definitely connected at a high level - either through participation or payoff. I don't think for a minute that Trump isn't fully aware of his character and what he's done. Trump is the master puppeteer and with our view from behind the stage so to speak, we have seen him many times pull the strings deftly to achieve the desired outcome.
Barr is another 'interesting' choice from the obvious perspective, but seems to be performing so far.
