Illegals are counted in the census and included for apportionment. Liberal states that draw in illegals gain extra Congressional seats, at the expense of conservative states.

California alone gains an extra 5 Congressional seats just because of the number of illegals in the state. Alabama has filed a lawsuit against the Dept of Commerce because of this. They have standing because as a result of the next census, they are expected to lose a seat because of illegal immigration.

This is why the left will fight the "citizenship question" being on the census. If its removed the courts will be able to provide a legal remedy, even if Alabama wins their case.
