Anon theory on the 30-day mark which allows for firing of furloughed Federal employees. Ties in with some "done in 30" mentions. I'm not sure what to make of it. For your consideration.

Done in 30 and House Cleaning go together. Not just as in House of Reps but house cleaning in the fedgov swamp.
