Walking in public is not illegal. He can walk where ever he pleases in public, it's no a crime. Now answer my question that you you've evaded.

You keep saying that walking in public is not illegal. I would point out that walking in the middle of a BLM riot is not illegal either. It’s mighty stupid though, just like walking in the middle of a feral cat fight.
