Good Oracle. One quibble:

Animals were experimented on and then humans beginning in 1988, coincidently when ex-CIA head George HW Bush was President.

Reagan was President until January 20, 1989. His CIA director, however, was, IIRC, Casey, they guy who died in a mysterious canoe accident on the Potomac.
