Interesting that the last say, 10 presidents deployed US troops around the world - without a declaration of war by congress. Weren't their unintended consequences then? Nobody seems to worry about the congress role when putting boots on the ground. Oh, there'll be some grousing, but everybody plays along. Boy howdy, the president wants to remove troops from some shithole, and it's a really big deal. "He can't do that!!" What a bunch of BS. Don't be fooled.
