My current position was that the stockings pointed to the flags, by arrangement. The flags, themselves are the markers.
Service flags when flown with battle ribbons are indicators of active war; they are Battle Flags of the Republic.
Looking back, when the Service flags were in the (modern-era) Oval Office, American troops were in harms way and were a reminder to the CinC and the people that the US was battling a foe.
Some Unpatriotic presidents chose not to use this symbology. They will be shown for what they are by History...because WE are writing it.
