Would it help to point out that he is still a LINE Officer and NOT a staff Officer.

Intel is considered Restricted Line. You are still a line Officer and rank ahead of all staff officers with your date of rank. You just can't be CO of a combat unit (ship/sub/squadron).

I haven't stood a deck watch in 35+ years but I bet I could still do it in a pinch. It might not be pretty but I wouldn't hazard the ship.
