They found illegal drugs in his house while responding to an overdose and they did not charge him. What did they do wrong? Did they need a search warrant or something. This guy needs to go to jail. Or maybe it’s too expensive to work a junkie through a withdrawal and they just don’t want to deal with it at the county or city level.
